Europe Sets Out Chip Strategy to Cut Dependence

BRUSSELS — The European Union has unveiled a new wave of investments to expand domestic chip production, seeking to reduce strategic dependencies and build a more resilient supply chain for advanced semiconductors.

The chip strategy imagined in this article begins by mapping where dependence creates a specific risk. Automotive components, communications equipment and high-performance computing have different supply requirements. Treating them as one industry can obscure the smaller bottlenecks in packaging, materials and specialist manufacturing equipment.

Public support would be more effective if it addressed those gaps alongside headline factories. Technical training, shared testing facilities and predictable demand from customers can help smaller suppliers invest. Reducing dependence does not mean reproducing every stage of production within one border; it means understanding and managing critical connections.
