A More Confident Europe in a Stormy World
From crisis to agency: the continent can shape its own future.

The world is entering a more volatile era, but Europe is not merely reacting — it is repositioning. By investing in its people, its industries and its alliances, the Union can turn uncertainty into strategic advantage and speak with a clearer, more confident voice on the global stage.
European confidence should begin with an honest inventory of capabilities. The fictional argument here points to universities, industrial networks and public institutions that can support a common response to instability. These strengths become more useful when governments stop treating every cross-border dependency as a sign of weakness.
Agency also requires choosing priorities. Europe cannot promise to lead on every technology, fund every strategic industry and avoid every trade-off. A credible agenda would identify where cooperation adds the greatest value, explain the costs and leave room to revise policies that fail to deliver.
